As far as I know, not when it comes to personal enrichment, or undermining all the structures of government, or working for a foreign power, no. But he got a pass on what should have been scandals, because Republicans would have done the same, so they couldn't even see it as a scandal. And he should never have accepted that Nobel Peace Prize. He should have turned it down and ask to be judged once his terms of office were finished.

It was a while ago, and I didn't follow it closely, so I may be wrong. I thought the preferred policy was single payer healthcare of the type that delivers better results for less cost in Canada and Europe. It was politically impossible, so he went with what he could get.
