I didn't bother to read all the replies, but its probably been said already - it sounds like a great solution to late term abortion but, there are plenty of women I'm sure who'd never want to carry the baby to term; therein lies the trouble. Also, with this being an optional tax, how would that money get delegated? For eighteen years of three hots, a cot, and education vs, the cost of abortion they could say early on that they have 100 C-K-12 program slots available, or, 1000,000 abortions available...or wait...is that 500,000 abortions and 50 C-K-12? Needless to say budgeting would be an issue.

That and, doesn't foster care already exist for those who wish to see a baby to term and give him/her up for adoption? As far as I know giving a child up to the system at birth doesn't come with a monthly payment.
