That's a bit simplistic, ruveyn.
1) US corporations are already overtaxed in comparison with other OECD nations--but this has not caused an investment exodus to, say, Canada where there are few restrictions to incoming capital (due to the FTA and NAFTA) and a significantly lower tax rate. The exodus is caused by cheap labour. A new approach on tax policy for wealthy individuals (as opposed to corporations) is not likely to have a significant impact on the cost of labour.
2) US individuals are taxable globally. Even if you move all your money to Zimbabwe, you are still going to face a tax liability to the US on your earnings. Why move your money to save you nothing at all?
3) Where will the money go? Yes, there are tax havens out there. But tax havens, by and large, have the singular characteristic of being small, and having small labour forces. There are not enough unemployed people in Bermuda and the Turks and Caicos Islands to absorb an exodus of production capacity from the United States.

I earn substantially more than the median income in the USA so i am going to consider myself a job creator for the purposes of this sad parody.
I created jobs this morning when i visited the convenience store for some caffeine and then a fast food place for a hot breakfast. Those jobs probably suck but I'm low on the job creator ladder.
I help keep a lot of teamsters employed by buying things that then have to be shipped to me. Go union labor.
For lunch i hired a bosnian immigrant to make me a delicious pljeskavica and a side of fries. She is a co-owner/operator so i guess that makes her like a contractor.
The argument about "forcing" companies to go overseas is a red herring. They do that as much as they can already. And we should penalize it.
I'm not saying that anyone is obliged to hire anyone. I'm saying that the wealthy generally can't, and certainly don't, do it without outsourcing the labor in one form or another.
Unless you are doing the work with your own two hands and your own brain alone, you aren't really creating your own wealth alone - a lot of people are helping, and they deserve a fair cut. If they are unwilling to give up that share of the wealth in the form of wages and salary, we should take it in the form of taxes.
