No.I don't even like seeing dogs going at it in public.
I would spray them with a water hose.
And since people are prone to litter just imagine how many used condoms would be laying around.Ewwwwwww 
And then the street cleaners would go on strike because who would want to have to pick up used rubbers.

We had one when I was a kid that wouldn't even "potty" if anyone was around.
