Am I the only person who thinks there will be quite a few Rwanda women quite happy with the prospect of there being some control over the number of children they bear?
Childbirth is a major cause of death in Africa. Maternal and infant mortality is a huge problem. Maybe some of the women will be freed from childbearing after they've had two or three children, rather than six or eight, to bury them and then die from the next pregnancy.
The vasectomies are not for men who have sired multiple children, they will be for those chosen to be shut down at the source so that the so-called superior can procreate and the so-called inferior do not. It's really designed to increase the Tutsi numbers at the expense of the Hutus.

There will still be a knock on effect for at least some of the Hutu women.
It could backfire upon the Tutsis, as the Hutu women would see their overall health and life expectancy increase, which means being able to contribute more economically towards a smaller number of children, who it would be easier to keep well fed, so would in turn become healthier and more likely to survive (and resist further attempts to control them as they get older). Fewer children makes it more likely that education is affordable for all children, female and male, which again positively impacts upon life expectancy and health.
I am not supporting one culture's attempts to restrict another's (assuming that is the case here, rather than making contraception available to all, but being spun into political rhetoric because certain people don't want women anywhere but on their back, in the kitchen or in the ground) - but the advantages of providing a means to limit family size are being ignored in favour of emotional kneejerk reactions regarding women's reproductive rights.
The more males that receive vasectomies worldwide, the more women that aren't forced to act as breeding machine until they die, the better for the environment, the countries and the individuals concerned.
