Of course there's a conspiracy behind it. It's meant to weed out voters who are deemed as belonging to undesirable groups. That's why not every state has it.

Like how democrats suppress people belonging to Republican Party and gun owners.

Federal investigations say there is. Remember, this is happening in not just red states, but specifically where there's a history of racial discrimination.
