This is supported - as the link above shows - by diary entries from both Joseph Goebbels and Hans Frank.
Also note that Himmler - as late as 30 November - 12 days before the above meeting - issued orders to Heydrich *not* to eliminate Jews. Himmler would have had no reason to do so if he - not Hitler - was the one deciding to enact the Holocaust.

It is inconceivable, to me, that Hitler wouldn't have given the go-ahead.
Something like that had to have gone through him.
He simply just wanted to keep his distance, at one time, before the s**t hit the fan with America.
Interesting point about keeping the Jews as hostages, but in the beginning, there was a push to get the Jews out of Europe. Unfortunately, many countries refused to take so many refugees, which resulted in the Refugee Convention, after the war.

That may be true, but Himmler was the architect of the Final Solution, I believe.

Mao had a higher body count but most of those were due to his staggeringly level of incompetence. Hitler and Stalin both committed deliberate acts of genocide. I'm not trying to defend Mao, I'm just saying that given his colossal level of stupidity, if he tried to kill a million people he'd probably end up saving two million.
