People in third world countries have many children in hope that a few will survive to support them in old age. I think increasing the quality of their lives and helping their country stability may address the poverty aspect and then introduction of social services and birth control could work wonders. Of course this is just train of conscious thinking. How to do any of these things successfully is another matter.
