There was no obvious profit opportunities in setting up a Moon base so private industry never jumped in with large capital investments. Quite the opposite is true of communication satellites. Private Industry invests very heavily in such vehicles. They are willing to pay government agencies to handle the launches but they fund and build the communication satellites themselves.
