I'm not talking about blaming anyone specifically. I'm talking about addressing, through the government, systemic issues that were the result of US government policies.

I'm not sure exactly what you are trying to imply with that picture, but it's true that in the absence of equal middle class prosperity between whites and blacks, many blacks seek individual fame and fortune through rap music or sports. While admirable in it's own way, this is hardly representative of the entire community. It's like winning the lottery, good for people here and there, but not a solution to poverty and social mobility in general.

Slavery in the US ended much more than 15 years ago, and there are no living victims or perpetrators.

German didn't just compensate the victims, it paid out to Israel in general, and they gave them 2 nuclear capable submarines.

I can't help it if you hear what you want to hear and not what I said. Most people would call that a strawman argument, since I didn't claim that black people are always victims or that they shouldn't take personal responsibility for their lives. But there are some things that are out of their control, which you, as a member of a privileged class, might not be aware of. It's my understanding that affirmative action doesn't mean you don't also have to achieve personally and academically. It just means that historic and current inequalities make achieving as a black person generally more difficult than for a white person. They are given more scrutiny by police (an arrest is bad for future success in employment), they are given harsher sentences for equivalent crimes, until very recently they were denied housing in some areas even if they could afford to live there (and schools are funded by property taxes), in public office their American-ness is questioned (Obama) (if they can transcend gerrymandering in the first place), in the south unjust voter restriction policies reduce their participation in politics, GOP controlled voting districts put fewer polling offices in black areas during elections, from 1981 to 1997, the United States Department of Agriculture discriminated against tens of thousands of Black American farmers, denying loans provided to white farmers in similar circumstances (a practice echoed by many private banks), to cite just a few examples.

If affirmative action is continued in the United States it should be strictly on the basis of socio-economic status and not on race at all. Under race-based affirmative action the child of Will Smith or Shaq would get preference over the son of a white working class person. As an Asian American I always mark Decline to State if it is an option. Many Asian Americans have done the same thing because they knew that they have a better chance of getting into the university if they don't mark Asian on their form. People who get into a university on the basis of affirmative action oftentimes fail out of their classes or have to take a couple years of remedial education courses. They would be better off going to a community college.
