Can't suppress the temptation to reply.
OP clearly shows communist traits using words like "Proletariat" and "banning people to leave the country". Also: It's the fault of the elite.
Let's look a bit into history: Earth as seen many Ice-ages. Therefore temperatures on earth fluctuated throughout the millions of years. Either caused by comets hitting earth, major volcanic eruptions or earth's orbit around the sun narrowing and widening. As a consequence many species became extinct.
Our current climate change is undeniable. And it's most probably manmade. However it didn't start in the 1990's.... It started in the Industrial Revolution: in the late 1700's.
Some 50 years ago I was like Greta Thunberg: an environmental activist. I was a follower of the Club of Rome: https://en.wikipedia.org/wiki/Club_of_Rome I think we could have prevented climate change as it is nowadays if we acted in the early 70's last century. I'm afraid we are too late now. Think not only of burning fossil fuels, but also of other produce from crude oil: plastics, medication, clothing (particularly polyester), laundry powder, margarine, et cetera. Think of major economies, such as China and India (seen the smog in New Delhi lately?). Paris climate agreement required a cut down in carbon emissions, however earlier this week it was published that carbon emissions have gone up by 2.5%.
From my perspective it's better to accept climate change and mitigate the consequences. Forget Miami, Amsterdam, Alexandria, Jakarta, Rio de Janeiro, Osaka, Shanghai and an important number of Pacific island nations. They will become beautiful diving spots....
I'm sorry, but I can't see it any more positive than this....

The time might come when self preseration of our species takes presidence over all other environmental concerns. As long as we can generate energy to farm indoors, filter air and water we might write nature off in favour of GM crops or warm water corals which assist in carbon capture. Tamper with anything and everything.
There won't be walls keeping people in, but wealthy countries keeping climate refugees out, mass suicides, sterilisation programs, culling of the aged and infirm. The rich will of course have extra privilages.

That sounds worse and more authoritarian than anything suggested by the OP.

Its not my idea of a good time either. I've just been caught up in Italy's floods and storms, middle Italy felt like a disaster zone. What is going to happen when the rain doesn't stop after a week, it just keeps on and on?
Mountainous countries are going to play an important roll in the future but how do you cram 8 billion people onto an ever decreasing landmass? You must have seen the looting that occured after floods in the USA. Its very noble to think that we would all help and share in those circumstances if they occured on a larger scale, very noble indeed. Governments maybe just have to round us up and put us in shelters or face anarchy. Going outdoors might become an impossibility.
Its interesting that many people will indulge thinkinginpicture's logic and humour him. This is just a different possible scenario where common people aren't the victors. Which one is more likely though?

Sorry you had to go through all that; been observing the situation in Venice from a distance....
It seems it isn't really in the interests of most politicians to take any action against climate change as they would be quite happy to rather see population decimation and an excuse to increase their power and authority. Pro democracy seems a threat to them. Climate change might eventually get them too, but they are the first who are likely to go to Plan B and underground bunkers full of supplies.
I'm not saying we're anywhere close to coming to that, but such a eventuality can't be ruled out.

Its so hard to break free from consummerism isn't it? Read the headlines and its one story, pick up the suplementary magazine and see so many adverts for luxury holdays.
Really I think it would be a good thing if governments allowed spaces for low impact living.

Yes, and truly going "off grid" and self-sustaining isn't easy to achieve.

No its not. The group local to me picked all of the dead wood out of the forest in no time. Many of them were more adept at debating politics than farming, from what I gather. I visited another place in Wales where they had really got themseves together and built good eco-homes https://www.lammas.org.uk some of the people living there were what we call "trustafarians", ie hippys with big trust funds, some of ideas were cool though.

Just kill everyone, honestly. Spend all the nukes and eliminate all human life while it's still comfortable enough to enjoy, and while the earth still has a chance to fix itself before it gets swallowed up by the sun.
The end. We had a decent run.
I don't trust any other solutions.

I'm not that far gone yet, but inclined to somewhat agree.
Fear makes people come up with some crazy ideas, as I read this thread it made the hair on the back of my neck stand up. There are actually people out there that are so afraid of not existing that they are willing to live under authoritarian rule for the remainder of their time.
I'd rather live 2 years free, than 20 years not.

I hope this is a cruel joke. If not, this seems a bit morbid way of killing not just all human life, but all life. As a consequence earth will be thrown back 4.5 billion years (https://en.wikipedia.org/wiki/Earliest_known_life_forms) with the first couple of billion years to overcome radioactivity.
Sorry, but I can't support this idea....

What would you do during a disaster? Do you get on the boat, take shelter, accept food or become an outlaw?

We've prepped first. We last as long as our supplies last, then it's decision time. I think my decision would be to bow out. If someone else chooses to go on, that's them.

In an emergency it seems likely that elections would cease. Whoever has control over the army would have power to govern so totalitarianism becomes practicaly inevitable. In the meanwhile C02 is up and after a hard day's toil people want to comfortably escape in front of the television to watch dinosaurs chasing helicopters.
Edit: Oh "bow out"- I see
I guess if disaster strikes that will be eventually facilitated and viewed as a sociable course of action by many.

You must be American, then. I wonder how you define freedom...?
In the meantime, here's a little anecdote:
I recently had an old-ish Russian tell me about his life. He started: I'm 64 years old now. My father was dead, by that age. He only made it to sixty. I fled from the Soviet Union, you see, I'm gay and Jewish, I couldn't stay. So now I'm in Germany. People here are so scared all the time, so materialistic. When I was young, I could go through any street in Moscowvand just ask a person if I could sleep in their living room or something. Everybody had the same, so no one was afraid of being stolen from. People were so relaxed, so friendly. Here in Germany, everyone's scared all the time. Everyone's so competitive...
I found this story deeply confusing.
The guy, btw. is well off, and volunteers in a facility for children with disabilities. And he says, the kids are so nice to each other, it's amazing him every time.

Why give the earth a chance? It's just a molten iron lump with a solidified outer crust, on which things like spider-wasps live that lay their eggs into other living things, eat them out from the inside and repeat.
If you think humans are awful, take a look at nature. It'll give you nightmares
