We could just have a 9x9 grid of stars. Hmmm, wouldn't have the right proportions since the part with the stars isn't a perfect square, though we could change that since it originally was one.
If we also happened to make Puerto Rico a state, and split up TX into three states and CA into two, then we'd have 85.
With 85 we could do an interlaced 5x9 and 5x8 similar to the interlaced 5x6 and 4x5 designs we have now and just make the rectangle a bit more elongated.
Or if we had 84 we could do two interlaced 6x7 grids.
Most prime numbers would be trouble unless they could be split into two reasonable composites.
Then we might have to go back to some kind of non-grid-based pattern. I'm not sure how we're going to work in the eagle holding a maple leaf on there then too.
