well, at least any system that has some control over people can work, if not perfectly, at least less worse than others, that is why laws and authority is needed to enforce them, if humanity was perfect, we wouldn't need any of this, and a anarchist system without authority and perhaps even without laws, could work, maybe it is a nice utopian idealism but not truely realistic.

Meh, there would be laws under my anarchist system, just no absolute authorities.

Who doesn't do that? The nature of government is force, and in every action there is an expression of belief, so the job of a governmental leader is forcing beliefs on people.
Well, this government would certainly force beliefs on other people, I think parakeet even has some hell gateways for those who would refuse
