The layers are a black on white layer that appears to be a scan of a document, and the green background in a separate layer. However, you don't even have to deconstruct the PDF to see the layers. Just look at the left side of the image. The scan has a kind of roll on the left side, as happens when one scans a page from a bound book. Presumably the original has pages that are bound together. The green background doesn't have the roll. It's obviously not part of what was originally scanned.
That's hardly surprising, since Hawaii probably wasn't using that green background for their official papers back in 1961. Probably the bound copy is on regular white paper.
The most likely thing that happened was that the original was copied onto the green paper, and and the result scanned to make the PDF. The PDF has layers because modern scanning and photo editing software separates things - like the different black and green colors - into layers. That's likely also why the PDF has random letters and glyphs in it - you can find plenty of PDFs scanned from old paper documents where the text has been automatically extracted, for example on Google Books.

I know the liberal press takes every opportunity to paint conservatives as wackos, but the fact is, getting your information on conservatives from liberal sources - or vice versa - is not likely to show you a very accurate image of the truth.
