Would you rather Americans died fighting the even more extreme of the extremists? It's a smart strategy. Sure, it doesn't work all that well, but better that than getting bogged down in a ground war in the middle east, which is usually an unmitigated disaster.

Much as Bill likes to forget about it, quite a few of the promises he broke were in areas that congress had no influence over, like his decisions to persecute whistle blowers to an unprecedented degree, or use drones to assassinate US citizens without trial, or stealthily get involved in multiple middle eastern conflicts without oversight, etc.
