Kind of in the interest of practicality in the case of the military, of course.
When you're on the go, you don't exactly put "shower curtains" at the top of your list of supplies.
Few people insist absolutely on modesty, but the vast majority of us
galdly accept that right where available.
I mean, if people were absolutlely insistant on modesty, there wouldn't be public locker rooms.
