Paper is used by forensic teams to prevent contamination. Plastic isn't that sanitary, by virtue of being partially chemically resistant, not not totally permeable, it can provide an excellent incubator, in the sweaty reservoirs.

Personally I think that paper bags suck when it rains, and you have wine/cider/beer bottles
However as I understand they are not banning recyclable plastic, they are banning plastic bag that are dispensed at retailers.
My suggestion is not ban them all together, but make them tougher and more resilient, then charge for them. I have a favourate one, I go there pay some pennies, then shop with those bags all over the place. Of course they are not totally "for life", but they last longer than the crap you usually get.
I think the strategy in the UK, where there was pressure on big retail outlet to reduce wastage with bag has started to work, a total ban wasn't necessary. Now we have to put the pressure on for the packaging side.
BTW this is about waste in general, you don't have to be a typical green.
