Heaven and heck are both imaginary theological cities

Are both heaven and heck imaginary, gated cities cooked up by religious monks (paid religious actors) thousands of years ago to try to motivate people to put money into collection plates based on the idea of reward (carrot) vs punishment (sticks)?

How are some animals like donkeys motivated?

Judaism used the idea along the lines of:

Gated and walled community like Jerusalem was deemed to be a safe community (from thieves, robbers, etc.).

Hell was an ungated, unwalled community which could easily be plundered and burnt to the ground by barbarians.

In the New Testament, Jesus's idea of heaven was a heaven in the sky inhabited by Abraham and Elijah (carried up to heaven in a chariot) . Heaven is often viewed as being a place in the sky above the city of Jerusalem.
