And yet people choose to live there. I'd suppose many thought it was preferable to Red China in the 50s/60s and British colonial rule in Hong Kong for whatever reason. The fact that society continued to exist there and even thrived hurts doesn't help your argument. The sanitary and living conditions seem more of an issue of limited space rather than lack of government regulations and laws.

I'd assume that a city that siphons power illegally wouldn't have too much longer to last. I had read about Kowloon before but at the time of the writing, I didn't realize it had been shut down.

Since 2003. Hong Kong is the closest thing there is to a Free Enterprise city-state. I don't know to what extent the Chinese have maintained it as the most capitalistic place in the world. Under the Brits, it had a government that barely interfered with trade and commerce. It was then (and I hope it is now) Captialist City.

It was torn down in the late 80's I believe.

I had read somewhere that the government had overlooked the illegal electricity theft to discourage people from lighting fires within the city for lighting.

It was completely deconstructed in the year 2003. Where this strange place used to be is now a park.
