Packages on the site range from $5,000 to $15,000 and call the expenditure a "worthwhile investment" in order to have an American baby.

"We are trying to get the word out that we are not going to condone this type of behavior and allow this type of business to come into our family-oriented community," said Rossana Mitchell, a 22-year resident of the city and spokeswoman for Not In Chino Hills, a group that was formed in response to the "maternity mansion."

The 14th Amendment guarantees citizenship to all people born or naturalized in the United States.

Authorities in Chino Hills began looking into the residence several months ago, after neighbors feared the numerous, heavily pregnant women they saw filtering in and out of the seven bedroom home could be part of a human trafficking ring.

Last week, the City of Chino Hills issued the foreign-based owner of the home a cease-and-desist order for allegedly operating a hotel in a residential neighborhood, which is illegal, Los Angeles ABC station KABC-TV reported.

ABCNews.com was unable to reach owner Hai Yong Wu for comment.

The website includes tips for mothers on how to hide their pregnancies from U.S. customs officers, so they can receive a visitor's visa.

Pregnant mothers are advised to wear a dark T-shirt and use a large backpack to cover their stomachs, according to advice on the website. They are also told to not bring in any items specific to pregnant women and babies, in order to prevent suspicion.

Aside from citizenship, the website touts other perks American citizens enjoy, including free public education, better loan rates and social welfare during retirement.

"It's so blatant and from doing my research, this is an epidemic and it's nationwide," Mitchell said. "It's a way to buy citizenship. We don't want it here in Chino Hills."


I don't know why anyone would be so keen on American citizenship. But, hey, if that's what they want, then Welcome to America. 8)

Dear Arrant Pariah, You do know that the baby will be a citizen, but the mother is a 'tourist', and is sent home to China after the birth, or she can take her baby back with her and raise it if she gives up its citizenship.
Many, many years of Mexican women doing this, crossing the border, illegally, late stage pregnancy, baby born in E.R., mother given resident status, Medicare, welfare, to raise the baby. She has more kids here, more welfare. So the law was finally changed as outlined in my first paragraph.
If she leaves the child here, Chinese, Mexican, Southeast Asian, we have, basically, an orphan to raise at government expense.

The father is American, they do not live in America and want the baby to have a British passport, and not be an American citizen.

Sadly, America has forced citizenship. I fought this battle and lost. Not only can you never enter the country on a non-American passport but you are liable for American tax on your world wide income for the entire time that you hold the citizenship.

This will not matter if he never sets foot in the country but woe betide him if he arrives at JFK with a British passport showing an American birthplace. He will be sent back home(best case) or grabbed for unpaid taxes if he is an adult.

His only option will be to expatriate which he cannot do until he is 18. This process is long and arduous. My children are in the process of doing this. They are disgusted.


I should think that one would want to avoid American citizenship.

And subject to the jurisdiction thereof, Chinese and Mexican parents are not, nor are their children, even if born here.

A baby is born on a flight from Canada to Mexico, while in US airspace.

Is it Canadian? Does it become Mexican being the first place it reaches the ground, or is it a taxable American?

A baby born anywhere is subject to the same citizenship as its parents.

born int the US = citizen of the US. Also a citizen of whatever country one's parents come from; it is possible to have multiple citizenships.
There is a problem with families being torn apart when non-citizen residents are caught in INS raids and deported, and citizen children are put into foster care here.
