an incalculable influence upon spirits set free from their material envelope.

Because people have applied meaning to the pentagram. Whether it's legitimate or not I don't know but it does show up a lot and in accordance to occult literature.

Aside from any mathematical or geometric properties any meaning applied to a pentagon, pentagram and such like is total nonsense and balderdash.

Symbols hold mutable meaning to difference groups of people, the meaning of symbols used by that group are the ones that count.

washington dc has a street system consisting of a radial streets (Like spokes on a wheel) imposed upon a square grid of streets. In such a system it is inevitable that you will get pentagram patterns.
Im surprised that you cant find more examples from map of dc than one.
It doesnt mean Mr. Lefant was working for a devil worshipping cabal of the Freemasons or whatever when he laid out the plans for the city.
