My old computer can get as far as the list of headlines that include "Albanian Town erects statue..", but I can not call up the article itsself. So I dont know the exact reason why the villagers feel so moved by W. to erect a statue of him.

I take it that Bush visted a village in albania while president and since that was the biggest thing to happen in the village in 2000 years thay marked the occasion with a statue of the visiting US president..is that correct?

Pretty much. Any part of Albania is [undeservedly, there are some beautiful spots - would help if they could move the half sunken ships away from the beach] pretty provincial, and a Bush visit would be big.
