if network traffic encounters an obstacle it will route around the "damaged" part in search of a more optimal route,
in this case lack of censorship, even the heaviest iron curtains have been cracked by what is in comparison a speck of sand(if you think of the man hours put into it)

I think there's a difference between what industries want and what they are likely to get.

Remember, in a free society, everybody can ask for everything that they want--and everybody can object to handing over anything that they don't want to hand over. At some point we either negotiate our way to a balancing of interests, or government steps in and imposes a solution.

For what it's worth, the priorization of "certified" sites might present a competitive advantage that would not be justifiable in an anti-trust assessment. So lets wait and see.
