Anyone know the actual Bill addressing contraception?

Not really looking to debate the issue. I just want to know if anyone knows what the actual Bill number is and the text (internet link would be fantastic), to the actual Bill/law that this big debate is in reference to as far as religious institutions being "mandated by law" to provide contraception to their patients.

The only laws or bills that I can find so far don't actually mandate providing contraception, but cite it only as a requirement for receiving either any federal funding or in some cases federal funding under certain federally funded programs.

Can anyone point me to a bill or law that makes it ILLEGAL for religious institutions not to provide contraception?

Try as I might, I cannot find any such law or bill. Anyone had better luck than me?

I'm not likely to be around much longer.
