That might be problematic considering your other beliefs and because the Secretary-General must be approved by the other major powers you might have difficulties. Noam Chomsky's political philosophies are not the most popular as he is on the far-left, that alone might be a reason for nations to distrust you as most nations would likely prefer to have people who believe as they do in power, and the furthest left leaning nation on the security council is likely France.
