Are you sure it was NY and Jersey accents? It could be Yat you know. They do sound similar to the uninformed ear.
As for ebonics, well we all have our regional dialects and our racial ones as well. It's true. While we are certainly free to speak them, we should all learn standard English. Dialects should NOT be taught in school. My teachers spoke with heavy Southern accents and most made use of dialect language, but they insisted that we write our papers and do our homework in standard English. They even explained that "How we talk, it's called a dialect, and that just means it's how we talk down here, how we choose to use the language. It's not the correct form, but it's ok for everyday use, but we need to know the proper use."
It's not just black people who speak Ebonics either. I know white folks who speak it. There are many different situations, but one that I know of is that when people hang out together, they tend to mimic each others way of talking. When my younger son who sounds like Jethro Bodine, hangs with his black friends who sound like that guy in (What is that movie, the one with "It's Hard Out Here For A Pimp") they each change parts of their speech unconsciouslly and meet in a middle ground.
I've seen it with myself and my black friends who speak that way. We each cross a divide, changing the way we pronounce some words, our cadance, and our tone and the use of words, to meet in the middle. It's really done when people of different language backgrounds meet anywhere. Another example is that my youngest daughters best friend is from California. She's from LA. She's got that non accent newscaster voice. My daughter sounds like shes speaking some sort of Yat dipped in honey (we are not from NOLA, I have no idea where she got the Yat from) yet when they are together, the Cali girl gets some Southern drawl and my daughter gets some clipped words. The Cali girl is black btw, just so you know I'm not being all "racial" here.
