That would help, but I don't think it would solve the problem completely.

San Marino has 3 prisoners per 100k people. I looked it up, and there are 32.404 people living there. Does that mean they operate a prison for 1 person?

Being a corrections officer anywhere is no fun. They are not paid well, it's dangerous work, and they are not armed. They are also more likely to be furloughed than other employees in the public sector (when they are in that sector).

I'd imagine that any prison sucks to work at, the employees may get to go home at night, but on shift they're nearly as controlled as the inmates. My greater concern with private prisons is the corrosive political effect they have, introducing the profit motive into an area that it really has no business being. Yes, I'm saying that.

My bio-mom was a correctional officer at two men's max security prisons,
everyone dreaded the foggy days,that's when most escape attempts occur.
The most boring part was your turn in the tower,you were not suppose to have a radio,book or anything to look at.
She said she would never work a woman's unit,she considered them far more dangerous than the men.
And the most unpopular inmates were the "dog boys",the inmates that stayed with the tracking dogs.She never had any problem with the inmates,if she caught them gambling she would say,"better not see that when I walk back thru".The kitchen crew would always give her food as a gift.I think because even though they were prisoners,she treated them like human beings.
What made her upset at the system was an old dying man with cancer,he wanted out to spend the last days fishing with his grandkids.They didn't release him.He was no threat to anyone.

I couldn't agree more. Prisons should be one of the things that remains solely under the control of the state.
