I heard about this.

And you know what the saddest thing about all of this is? The saddest thing is the fact that Bush and Cheney probably aren't going to beg for forgiveness.

First of all, Cheney wasn't a Head of State, nor was he a Head of Government.

Second of all, sovereign immunity only protects a Head of State or a Head of Government to the extent that the law of the relevant jurisdiction provides. While United States law might insulate a former President or Vice-President from criminal liability for his official acts, that says absolutely nothing about what the law of another jurisdiction might or might not provide.

And while the United States' refusal to adhere to the ICC might protect all US citizens from trial before that body, there is absolutely nothing to say what relevant authorities of another country might do.
