(US) Good working knowledge of the Political System

For our US members, or for those who study the US system from elsewhere:
What do you think is enough knowledge to have an effective discussion of the US Political/Government/Regulatory/Fiscal system?
I've read posts that make statements that are simply incorrect on underlying issues and/or have a lack of knowledge of the seperatation of functions. Several posts I've read over the last year had someone's position with the correct government (ie, one post had a State Senator listed as a US Senator).
What do WPers think is a good working knowledge for effective discussion of these topics?
