In most cases, it won't make a difference. If someone wants to shoot up a cinema or a restaurant, they'll just barge or shoot their way through security.
Over here, we have a few problem schools where the pupils are searched in the mornings, airport-style, because there were too many incidents of teachers being threatened with knives. That sort of treatment just tends to rile people up.
So two things:
1) Any sort of security needs the firepower to back itself up, or it is useless
2) Heavy security tends to make people angry
and I guess you also have to look at the expense.
I think most people would choose to sacrifice their security in order to pass about without being hassled unnecessarily by security forces.
