Why have you reached this conclusion?

Hard to say. Women are more likely to bully other women over appearance, but not other men. On the other hand, men don't bully other men over how they look, but can bully other women over it.

I clicked on "both."
I have seen men and women both be judgmental on how others look. Perhaps it's just human nature?
They both keep it to themselves when they think they can get something out of it though. Humans tend to be cunning like that.

I notice it a lot at work between the women.

They all seem to be in competition with each other.

I like to watch the way they are to each others faces, and then I see the way they look at each other when they turn their backs.

I have also heard the odd snidey remark as well.

It is quite entertaining really.
