Why Japanese use term research whaling as a cover for regular commercial whaling?

I really respect the Japanese nation, has a beautiful samurai traditions, though, like Germany stained its beautiful history by barbarism and war crimes during World War II

But this is not what I wanted to write. I noticed that the Japanese tend to use Newspeak:-)

When Japan under pressure from the United States and the Allies after World War II, was forced to enter into its new constitution, article about the fact that "renounce war as a means of resolving international disputes, and that it will never have, army, Navy or Air Force" Meanwhile, they just changed the name from the "armed forces" to "self-defense force" it's just semantics changed the name, but the institution remained the same.

The same is with whaling when ban on whaling was enact, it was allowed only for scientific research, but Japanese exploit that loophole, like they did which their own ban on possessing army, their just change the name.

I wonder does Japan had "Ministry of Love" :D

If you already knew the answer to the question( in the title of the thread) why did you ask it?

As you you yourself said "they call it 'research' to exploit the loophole" that allows killing whales for research.

The answer to the last question is yes. And it was headed by the late singer Barry White. Now its headed by the "Ladies' Man" guy from SNL.
