Well, people who learn their language/body language can understand them and communicate with them. I don't have a dog so I don't really understand them, but I mostly understand cats. They often their ears and tail to communicate, and once you know how it works you get a good idea of how they are feeling. And meowing is usually directed at humans, adult cats don't really meow at each other. There is even a wiki article on cat communication:
