...if they're passed around like cheesecakes. In the UK at least, especially in reshuffles, anyone can seemingly get any kind of ministry, regardless of their qualifications or background... e.g. I've just read someone opine that the new environmental minister probably never even set foot on a farm. This is especially striking when they simply go from one ministry to another, though, as if they can just handle all kinds of issues...
