I wonder why Police not act when riots take places...

I wonder why Police not act when riots take places, i watched video from France and America where angry mob plundering and burning car?

There ware usually immigrant but not only
In not happened for now in my country but we have problems with football (soccer) hooligans they often destroy city infrastructure and so on.

I wonder why Police doing so little.

For example when rioters start to burn car and terrorizing other and behave as if they ruled there , police could start open fire ;-)
I mean of course fire just above head, so make them scare and run, but not hurt anybody of course

When it gets totally out of hand it's more than they can handle. Cops like to play with a fixed deck where they can have the upper hand and totally dominate the scene. They can't have that with a big riot so they break and run. This is one of the reasons why people should only place limited faith in the police department's capability (or willingness) to provide public protection and never to rely on them to protect the individual.

at least in the us when the police do act they then get bashed and attacked for it. so its politically correct to just let the rioters burn the part of the city down.
