Germany signed it on July 27th, 1929, but did not ratify it until February 21, 1934, when Hitler was Reichskanzler (though Hindenburg was President) and the Nazi Party was the only legal party in Germany:

How ironic considering that the Nazis went on to completely flout the Convention less than a decade later.
