That's not a denial or refutation that Jesus is good. Jesus asked a question, and questions demand answers. It's a challenge designed to show the man that flattery cannot earn someone eternal life. It also exposes the young man's intentions. The parallel verse in Matthew has the man asking "What good must I do..." And finally, Jesus was calling him out to demonstrate his faith. If the young man truly believed that Jesus is good, and only God is good, then the young man was calling Jesus God. Someone who genuinely places his or her faith in Christ doesn't do this by accident, and that was a significant point made when Jesus issued that challenge. Don't forget, as far as we know the rich, young ruler never became a follower of Jesus.
It also set up the next lesson Jesus taught his disciples--that it is more important to place faith in Christ than it is to place faith in material blessings. Don't forget that Jews of that day believed that material wealth was an indicator of God's blessing on the righteous (which also is the foundation of word-of-faith theology and prosperity gospel). The richer and more powerful you were, the more supposedly righteous you were. Yes, it's backwards thinking and a misunderstanding of scripture, but it was apparently a predominant mindset among the religious leaders. Even the 12 believed that and asked Jesus how they could be saved if rich people can't be saved. In other words, if it is impossible for the rich to be saved, it's even worse for those who have abandoned their earthly possessions. Jesus responded by pointing out that all things are possible with God.
Misquoting Luke 18 to suggest that Jesus denied His own goodness horribly distorts the most important lessons Jesus intended to teach here. The rich young ruler is a case study of the difficulties many have in placing faith in Christ.
