If by free you mean liberal democracy, human rights, freedom of religion, etc, then that would the America. Russia is currently courting the Bashir dictatorship in Syria, and (correct me if I'm wrong) North Korea, as well as other despotic governments around the globe. The coalition that Russia is assembling hardly looks like the free world.

It has always been a rather silly term.

The term "free world" was applied during the Cold War when there was a Communist Bloc, and an anti Communist Bloc of nations. The world outside of the Communist Bloc (Neutral as well actively allied to the US) was called "the Free World" even though it included many places with either foreign colonial masters, or places with native despotic dictators (neither kind of place being anything like "free"). But even though it was a bit of a misnomer the term "free world" was applied to an actual thing: the world outside of the Communist Bloc.

Today there is no "communist bloc", and thus the opposite no longer exists. So the question itself is meaningless.

The world isn't divided that way anymore into two clean cut camps like that.

Russia is second fiddle but tries harder. And it is now kinda the head of a round table of up and coming powers- newly industrialized large nations like Brazil, and India. While the US pals around with the old money: Britain, the EU, Japan, etc. An interesting new rivalry-that could result in positive competition between the two new camps (if we don't all blow each other up first).
