For their mistreatment of the Rohingya? Cause I think we (the United States and it's European allies) should.

Possibly yes.

You have to consider which type of sanction, given that Myanmar lived under sanctions for years. Sanction aren't completely lifted, as I understand.

On the other they have received economic development since, and a threat of return to the bad old day might jog them. Then maybe a peacekeeping force could be sent.

We also don't want to kill of the democracy movement at the same time.

Rohingya have been persecuted, but also other groups both ethnic and ideological have been persecuted in Myanmar.
