Is the PKK Kurdish insurgency the Turkish gov't's fault?

The PKK was fighting for the syrian kurds and the iraqi kurds against ISIl, and the turkish government forbade their fighting. The Kurdish PKK renewed their insurgency against the Turkish government and have killed dozens of soldiers and police officers.... This scares me, but I can't help but feel this is the Turkish government's fault.... I'm also concered because my cousin is in the military.

The Kurds want their own state. The Turks do not want the Kurds to have their own state. That's why there's an insurgency. In a way, it might be the Turkish government's "fault" for not wanting the Kurds to have their own state.
