I read that in case of Poland if someone not paying fines e.g for speeding or, penalty ticket for drinking in public places, not vaccinating kids etc. It's lower creditworthiness even if someone paying all other obligations, if someone pays on time, financial liabilities in relation to business entities, such as phone bills, financial commitments with regard to contractors. I wonder though that State is not a business entity, so you probably should not be taken when calculating creditworthiness
I would imagine like some municipalities here in the USA, the debt goes to a collection agency at which point it is reported to the credit agencies?
