How can I write a letter to a local official?

How can I write an effective letter to a local government official, concerning the population/job decline of the city? I don't live in the city itself, but I live in a suburb. I do know, that the city's loss is not everyone else's gain.

I just don't know how to word it effectively, because of my poor written communication skills.

I can offer a few suggestions. First try writing out a list of what you want to say in the letter. Try to organize an outline to address what topics you'll address. Try to group paragraphs by the info that seems to fit together. Try doing a draft before hand and read it over.
