This is not racism but a bad joke.
According what I read from the news, these were two guys who wanted to be popular on Youtube, wanted to make a joke, have no sense of humor, act stupid, and now already apologied for it.
Recently there were also two Dutch Youtubers who jumped on a train from a bridge. That's Holland, spoiled kids making stupid jokes.

In the video they throw Nutrilon babymilk on Chinese or Asian people. Why? After the 2008 Chinese milk scandal, there is huge demand for baby milk from Holland (for export to China). People came in the supermarkets buying all baby milk they could get, for export. Some Dutch supermarkets have a quota for baby milk now so the Chinese don't buy all of it.
But this is not racism. Dutch don't have anything against Chinese, rather against muslims. If this was throwing pork at muslims, that would have been serious stuff.

It can be considered assault

But so is spitting on someone, drink in face, or throwing/splashing animal blood, paint, chemicals, dye, dirt even snowballs.
Except dangerous chemicals, how many people that do these things get anything more than a slap and finger wag?
