As I've stated elsewhere, "Shared Guilt" is a collectivist idea that is used to rationalize away the guilt of an individual as if his or her actions were directed by everyone else.
The concept of "Shared Guilt" is the root of bigotry, as well. It is used by racists to blame all people of one skin color, culture, or national origin for the crimes of a few individuals; such as blaming all Jews for the death of Jesus, or all middle-easterners for the death of Daniel Pearl. It is used by sexists to blame all women for a few rejections, or all men for one rape.
The Republican Party is no more responsible for the murders of 49 people at an Orlando nightclub than all alligators are responsible for the death of one boy at an Orlando theme park.
For that matter, all citizens of Orlando are not responsible for any of these deaths.
There is no "Shared Guilt" under the Law, which recognizes only individual responsibility. This is why "I was just following orders" is no excuse for committing heinous crimes.
