Global Warming has been going on since the start of the Industrial Revolution (c.1760 to c.1840), even though the first formal use of the term is likely from a report dated 1961...

Oh, by the way ... President Richard Nixon founded the Environmental Protection Agency on December 2, 1970, a full 9 years after Mr. Mitchell's paper was published. Scott Pruitt served as the fourteenth Administrator of the Environmental Protection Agency from February 17, 2017 to July 6, 2018.
So, you can't blame one man -- or even one agency -- for global warming. Blame it on humanity's greed for electricity and transportation, which are possible at their present scale only by the burning of fossil fuels.
