"Unconditional loyalty"

Recently, after an assasination attempt on the president of Venezuela, the Venezuelan military gave their president "unconditional and unrestricted loyalty to our commander in chief."
But what is the logic of "unconditional loyalty"? Does not one form loyalty conditionally? Is not loyalty arbitrary when conditions are stripped from it? When one pledges "unconditional loyalty" is not one saying they will remain loyal to this person regardless of what they do, say, or believe? Why continue to support someone once the situation has been stripped of the values on which one's loyalty to them was forged?
