Doubtful, a U.S. civil war would launch the world into chaos and have a chain reaction that very likely would start a third world war. There is historical precedent. In 1812 when the Napoleonic wars were being waged between France and the rest of Europe the U.S. decided with Britain's forces busy fighting France that they could invade Canada setting off the war of 1812. The world is so much more connected now than it was then.
Think about it. A U.S. civil war means that U.S. forces around the world would be recalled to America. Countries like China and Russia could expand militarilly without fear of a U.S. reprisal. Say China decides to conquer Taiwan while this is happening (a stated goal of the Chinese government), and Russia decides to annex more of Eastern Europe. Countries like Britain, France, Germany, Japan would probably get involved and we would soon have a world war on our hands.
Not to mention trade and economics would collapse as the world's largest economy was embroiled in a civil war, and countries would have to use war spending to stave off a depression.
