That looks like a threat, but a threat with what exactly? What's Cuomo going to do? Also, seems an ill-adviced threat/challenge to issue to the CIC.

There's not going to be a civil war.

It's just rhetoric on the part of both sides.

They've been doing rhetoric since at least the days of Ancient Greece.

Also: sort of like two gorillas displaying to each other (banging chest, etc.) with no intention of carrying out the "threat."

That Cuomo and Trump don't get along cannot possibly be considered "news", can it?

I'm fairly certain that they knew that already in Mordor, Azeroth and Westeros, as well as on Alderaan, Giedi Prime and Korhal...
