It does look like back-pedalling. I assume he didn't tell people he would cut back on healthcare even temporarily, when he was campaigning. If it's common practice to freeze spending, then I expect to see it change quickly.
I hope it is very temporary, and that of course Americans get the healthcare services they deserve.
I'll be curious to see what happens. I don't follow any of this normally, but now I'll keep an ear open to see what transpires.
