Whether or not human level intelligence extraterrestrial civilizations exist or not, IDK. However one thought occurred to me regarding that of how eugenicists like Sanger/Gates/Etc. want to reduce human population as much as possible and so much of the Georgia Guidestones "we must reduce humans down to 500 million for harmony with Nature!" insanity. It's like the line of the Pharaohs, such a civilization would effectively become inbred via reduced genetic diversity, hereditary diseases abound way further, and perhaps eventually they'd even become too stupid to breed much less maintain a semblance of even former technologies.

Maybe they'd think editing genes artificially would prevent errors, but given how they think so much of DNA is "junk", along with all the rest of the fallacies like "if I don't understand how this works, it must not do anything useful", they'd likely enough just produce ever more errors and quite a bit of cancer in however many human test subjects they'd treat like lab rats before abandoning that endeavor.

The fortunate may tend to think of themselves as superior lifeforms rather than merely lucky to have their fortunes, but if they murder the artificially impoverished then it will cost them their own future generations. This could be one method of the collapse of a world's civilization at least, genetic degradation via snobby eugenicists.

Your original post makes zero sense.

Problem one:

The title mentions the "Fermi Paradox"(which is a famous hypothesis suggested by Physicist Enrico Fermi that has to do with space aliens).

And in your first sentence you state that you dont know whether, or not, intelligent space aliens exist, and then...you never back to that subject!

You never explained WHAT what your talking about has to do with space aliens!

Problem two:

What you DO talk about is built upon a point that is illogical: your claim that a world populated by only half of a billion people, would of necessity, be "inbred".

There are seven billion people in the world today, but thats because of recent exponential population growth of the 20th century. For most of human history population was far less than that. It only reached one billion in 1800.

In the preagricultural stone age there were less than ten million people on the whole planet. We probably topped 500 million only in probably around 1600 AD. But even with less transportation in 1600 AD than today- humans managed to avoid getting inbred. So there is no reason to think that in some future if our numbers dwindle down to that number (but if we still live in a jet age) that humans would become "inbred". For most of human history we had fewer than 500 million people. And we did fine. So there is no reason to think that there would be that problem if we returned down to that number.

Read a thing recently by a professor who said the fermi paradox, and many other thoughts on aliens life, were based on us being so special they would want to come find us. But what if earth & humanity is just a very average thing to outsiders, what if it's less than average and is boring and uninteresting to aliens?

Bill Gates is as far from a eugencist as you can possibly get! He is a man who 1) used the first half of his career to raise global living standards immensely, and 2) used the second half of his career to improve public health outcomes in the most deprived parts of the world. A eugenicist would just let poor people die.

Margaret Sanger was at the very least associated with the eugenics movement, but she has been dead for nearly 55 years. In that time we have learned a lot more about how the world works. Sanger’s contribution towards access to birth control is of course a very positive legacy, I do not deny that, but Sanger is not exactly a leading intellectual - she is dead.

The OP is talking in absolute hypotheticals......a dystopic sort of vision which is impossible to “achieve” in practice.
